How can I copy the Windows Vista Registry?

I want to copy the system32/config folder to an external hard drive, but the registry itself is locked to copying. Even TeraCopy doesn’t help, and Unlocker finds no locking handles. I copied ntbackup and its corresponding dlls over from xp and enabled Removable Storage Management, but the shadow volume copy won’t work. [...]
