How do I remove a virus from my registry editor?

I have Norton Antivirus 2006 and I ran 2 full system scans and it detected no viruses or spyware. but somehow I still have pop ups and my desktop background keeps changing to spyware. Norton Antivirus isn’t detecting this virus in the registry so how do I go about removing it?

How do I get rid of registry mechanic?

Registry mechanic gives me tons of pop ups every day. I went to search in the start menu, deleted the registry mechanic files, but it is still there. And when I search for it it’s not there. Is this program a virus? And how do I get rid of it?
